The more its SoHo neighborhood has changed over the past few decades, the more Serge and Guy Raoul's bustling Old World French bistro has remained the same. The downtown hangout draws good-looking crowds every night of the week into its lively space, which is a fraction of nearby Balthazar's size and features tin ceilings and a garden. The focused menu, some of it scrawled in French on chalkboards, includes steak frites and cassoulet but also Montauk skate and Wagyu shortrib "sauerbraten."
