A confetti storm of attention has rained down on this whirl-a-gig restaurant and sweet shoppe in the last few years that has made dropping in at humane hours almost impossible, from appearances in movies to closings and reopenings. Despite the hype, the decades-old decadence of the Upper East Side cafe remains in the charming details, from Tiffany-like lamps to white tiles to a full menu of caviar burgers and seafood crepes. But the draw remains the desserts, especially the Frrrozen Hot Chocolate.
